The 2013 law was a direct result of an undercover investigation Operation Rescue did in 2011 into dozens of Texas abortion mills which led to the discovery of illegal disposal of the remains of babies and hazardous bio-medical waste, illegal disposal of drug vials, the illegal dumping of patients' records, widespread abuses of Texas-mandated informed consent laws, and undercover calls and visits showing a willingness among abortion mill staffers to ignore mandatory reporting of child sex abuse.
