No one, right with God, questions the grace and guidance of God. Peter was manipulated by the enemy and questioned the grace of God but at the time he was not functioning in grace. Jesus, who was the personification of grace, recognized both, what was of grace and who was not.

This man, like those who witnessed the work in Luke 8 (the demonic) and begged Jesus to leave, can only see what Jesus didn't do and not who He is. He could ONLY see Jesus as unclean, unsavory and unwanted because He didn't do what he thought He should do. This same spirit is present when people expect God to do it their way and when He doesn't, they focus on what He didn't do.
The leaders had hidden the key of knowledge and were preventing others from entering in, so God sent a man to prepare His people and give them the knowledge of His salvation (Luke 1).
