In asking for a monarch, Israel rejected God's kingship over them. In their quest from security, Israel left behind a simple, biblically defined and biblically limited, tribal confederacy made up of representative democracies, and they embraced a central government that offered them protection.
Monarchy is not God's government because it replaces the divine, heavenly monarchy with a worldly one based on power and corruption.
Among other things, the Lord Jesus came to restore the rule of heaven: he becomes king but he takes the kingship back to heaven where it belongs. In doing so, he restores biblical government to the Church: not a monarchy with power coming from the top down, but in effect, a biblically defined and biblically limited confederacy of representative democracies. Each local church ruled by the representatives of the people. And these representatives form a cooperative confederation with the representatives of other churches.
